In this paper published by NYSEAN Partner ISEAS – Yusof Ishak Institute, Phan Xuan Dung asserts that by framing Agent Orange in its relations with the United States as a manageable problem rather than an injustice, Vietnam was able to break a decades-long stalemate and enable cooperation with the United States.

Phan Xuan Dung is Senior Research Officer in the Vietnam Studies Programme of ISEAS – Yusof Ishak Institute and a PhD Candidate at the Australian National University.
