Unlocking Biomethane for Decarbonization in Southeast Asia: Perspectives from Malaysia and Indonesia

Biomethane is increasingly recognised as a valuable low‑carbon energy option that can contribute to broader decarbonisation and energy transition strategies. This webinar will provide an overview of biomethane’s role in supporting climate and energy goals, with a focus on the evolving policy and market landscapes in Malaysia and Indonesia. The discussion will touch on how biomethane fits within each country’s wider efforts to reduce emissions, enhance energy security, and explore emerging export opportunities. Speakers will share insights on the current state of play and future potential of biomethane in both markets, highlighting key trends, emerging opportunities, and the main hurdles that need to be addressed to scale deployment. The session will take a macro, policy‑level perspective and will also consider the role of different types of off‑takers, as well as the prospects for cross‑border and export‑oriented biomethane trade, in shaping demand and supporting the development of sustainable biomethane markets in Malaysia and Indonesia.

About the Speakers:

Kevin Low is Principal at Blunomy, a strategy advisory boutique focused on the climate transition. An economist by training, Kevin has spent over 10 years in the climate and sustainability space, across the public and private sector. He has worked on strategic advisory, as well as commercial due diligences on various energy transition assets, and is now leading Blunomy’s activities on low-carbon fuels in APAC region especially in bioenergy. Kevin has a BSc in Economics from the London School of Economics (LSE), and an MA in Economics from New York University (NYU).

Thomas Wagner is Chief Representative of German EnviTec Biogas Group in Southeast Asia. EnviTec Biogas is a global player in the biogas and biomethane industry with over 700 plants built and about 90 plants owned and operated directly by EnviTec. EnviTec is one of Europe’s largest producers of biogas including a 25tpd bioLNG plant, 15 LNG truck filling stations and bioLNG supplies to a shipping line in the Baltic Sea. Thomas is also Head of the Energy Working Group at European Business Chamber of Commerce in Indonesia and a founding member of the Indonesian Biogas Association (ABgI) as well as the Indonesian Biomethane Society (IBMS). Prior to his current position, he has been responsible for renewable energy and emission reduction projects at Indonesian oil palm and sago plantation group PT. Austindo Nusantara Jaya Tbk where he has initiated and built Indonesia’s first independent power producer (IPP) from biogas.

Dieter Billen is a Partner at Roland Berger, a global management consulting firm, and heads the firm’s energy practice in South-East Asia. Originally from Belgium, he has been based in Malaysia for the last 15 years. Dieter works with energy companies, governments and investors across the region on energy topics. He has worked on 15+ projects related to biomethane in the last few years, including M&A and financing transactions, feasibility studies, bid applications, and government policies. For example, he has worked with the Singapore government on several projects related to biomethane imports.
