Abstract:
The wealth of natural resources in the waters surrounding Sabah and Sarawak has continuously shaped the relationship between these states and the federal government of Malaysia. It is estimated that, even as oil and gas production in Malaysia declines overall, the vast majority of remaining national reserves lie off the coast of East Malaysia.
Given the vast sums at play, resource-sharing has consistently been a point of contention—with boundaries being pushed as Sarawak and Sabah political clout grows. Who gets to control the extraction of the oil and gas resources? How should petroleum revenues be shared? Who gets to control the aggregation and pricing of these resources? It seems Sabah and Sarawak’s different interests and political structures diverge, as do their strategies.
Two scholars will analyze the core elements underlying the key questions, the different playbooks Sabah and Sarawak have employed in dealing with the federal government, and the legal underpinnings and potential implications of Petronas-Petros case heading to the Federal Court.
About the Speakers:
Amalina Anuar is Senior Director at FMT Business, and a Visiting Fellow at ISEAS – Yusof Ishak Institute.
Dr. Jason Chuah holds the Chair of the Commercial and Maritime Law Department at The City Law School, University of London and is Chairman of Board of Research at Maritime Institute of Malaysia. He is currently involved in the maritime law reform and the admiralty jurisdiction bill in Malaysia.
